I have 1995 wellcraft with 5 liter engine mercruiser outdrive . Recently purchased boat and the steering is hard to turn both ways . When i disconnect steering cable at outdrive it turns easy . While outdrive is disconnected the lower unit can be moved from side to side easily . I have replaced steering actuator with good used one that i know worked and also the steering pump. Checked the hoses for kinks and none were found . Any other ideas ??
