how many degrees should the timing be when throttle begins to open on a 1978 evinrude 70 hp

I can't tell you 'cause I never checked it. I've always used an OEM factory service manual and did the sync & linc correctly. The only thing I was ever concerned with was WOT timing. Maybe somebody else on here will chime in with an answer.

No. Not if the sync & linc is correct.
