1992 Volvo Penta Dual Prop Trim Tilt Wont Work

I am in need of assistance. I have a 1992 Volvo Penta 4.3 V6 with a dual prop outdrive. I have used this boat 10-15 times with no issues. Last time out on returning to shore the trim/tilt won't work. I was able to get it home on the trailer.
Now as I look at it I am stuck. I can jump the pump, works fine. I hit the trim on the handle and/or the trailer button on the dash and I hear clicks in both relays mounted near the motor. When I hit the switches the green or blue wire in their respective relay has power.
I don't know where to look now. Is this a ground issue? If so where do you suggest I look?

DON S, Thank you for your assistance. I figured it out today. The power wire (red) goes off a fuse "block" attached to the main power wire at the starter. The block looked fine but a meter indicated it was not allowing power through. I replaced it with a 50 amp. breaker switch. Problem solved.
