2007 90hp opti no start

Hey kind of stumped with this one. Just finished a service on a 90hp optimax that was laying around for about a year that had not been started at all, tried cranking her up today and no luck. Spray engne tuner in throttle body and she starts for a second n cut right back out. Figured it's a fuel issue so checked where the filter sits in the vst and fuel is in there but seems it doesnt not get to the fuel pump.I pumped the primer bulb until it was hard figuring it had filled the vst but fuel does not appear to be present.Ihavent opened the vst up yet but when i press the schrader valve on the vst no fuel runs out at all just air pressure. I may over thinking this whole thing but would like to get some advice please.

So there was fuel in the vst, the fuel pump turns on at key on but no fuel is being delivered, fuel pressure was a 0psi so replaced the fuel pump thinking it was the issue but same problem as before. Could the lower pressure pump at the bottom of the vst be the problem ?
