idles high??????

i installed new plug wires and now it idles really high and any kind of adjustment i make with throttle linkage and all that stuff it doesnt change.the butterflys are closed idle screw is backed all the way off still, am i missing something..

Might help to know what motor it is.

Before the new plug wires, what was it doing? What other recent maintenance has been done?
