1990 Johnson 115HP-overheating reasons

There is a guy in town here who is selling his 1990 Johnson 115 for $600 bucks.
He says it has an overheating problem and doesn't want to sink any money into it.
I can tell by talking to him that he doesn't know a lot about outboards.
He started it up and within 2 minutes the siren on the control box sounded.
My question is there anything besides a bad thermostat or waterpump that may cause
a motor to overheat like that. It starts right away and the tell tale is working.

could have sand/clog in the block water passages. be sure to check compression. also if the motor has been over heated bad pistons could be damaged. if it has good compression, I would offer him $500 for it.
