1995 johnson 70hp high speed miss

ok I have new plugs/plug wires/coils/and power pack and still have a high speed miss - can hear a cylinder drop in and out

pulling my hair out on this one!

Check all ground wires with meter, key off. The pack is grounded to plate on side of engine, plate must be grounded to block. Plug wires should have copper core. All wires behind and below this plate should be check for bare spots. Where did pack come from?

pack came from a dealer - same symptoms with new pack as old - checked grounds with screwdriver, will check with a meter, will double check all wires
