Shifting Problem please help....

I have a 84 mercruiser 228 with an mc1 outdrive. Im having an issue where my sterndrive is not going into gear and being stuck inbetween gears. Here is a breakdown to what happens. When i go to move the throttle to drive it move the Shift cable only for about 1/2 turn then the throttle cable ingages for the rest. On the shift assembly on the motor the shift cable coming in and out both move, although i only see the neutral safety move when i go into reverse.The cable that goes to the sterndrive has an adjustment on it when i adjust it one way i can get reverse to lock when i adjust to the other way i can get forward to engage but there seems i can not find a happy medium. One marine mechanic came buy charged me 50.00 for about 20 minutes to tell me i have a bad throttle, before i go spend 350.00 on a throttle can someone help give me some more input. I can submit some pictures if you think it will help just let me know.

Ayuh,... Welcome Aboard,....

That cable yer talkin' 'bout is Beat, 'n needs to be Replaced...
It's called the Lower shift Cable,...

Yer throttle cable may, or may not need changin',...
But the Lower shift cable sure Does...

yes the cable maybe bad but the other concern would be the shift spool *** located in the lower case.the shift spool is connected to the clutch dog via a pin and shaft ***. if there is to much play in the spool you can adj for a good revervse and no forward or vice a versa
