Mariner 25 wont stay running

I have a 1994 Mariner 25 outboard with electric start and I have been having a hard time getting it to run using the conventional fuel system.
I can only get it to run by squirting starting fluid into the carb and it will run for about 2-3 seconds, then quit. I have cleaned the tank, checked for obstructions and blockage from the tank up to the carb. I even cleaned the fuel filter and opened up the fuel pump to make sure nothing was wrong.
I am thinking that I have some sort of a vacuum problem between the cylinders and the fuel pump maybe or a blockage to the carb somehow... I am clueless when it comes to outboard engines, so any advice would be appreciated. The carb and fuel pump seem to be one unit as well, not separate...
The S/N: OG219612 if this helps...

The spark plugs do seem to be wet when I take them out as well.... Not sure if that means anything....
