I have noticed a little bit of white smoke coming from under the steering wheel, so I shut down the engine. Then, the engine wouldn't start back up again. Could this be an ignition switch problem, an exposed wire, or a bad ground? Has anyone ever experienced this? What is the best way to fix this problem?

[Disconnect your battery ASAP. ! To eliminate fire danger] I would start with a thorough visual inspection. If ya saw smoke, ya probably have a wire with burnt insulation. Climb under the dash, look for something thats melted. then look for the reason, like you said. Shorted wire, insulation might have worn away by rubbing on another wire, something may have disconnected, a wire fell off a switch, touched another wire ZAP! So look at your switch connections. Dangeling wires in a boat can become damaged and cause the problem you have, who knows.

I've found that once you do let the smoke out of anything electrical, it seems to stop working.
