Confusing Torque Values for # 1 outdrive Bell Housing Hinge Pins

I have read different torque values for the hinge pins on the bell housing for early pre-Alpha drives. I have seen 55ft-lb and 95ft-lb. I have a 1979 228 Mercruiser set up. The serial number on the back of the outdrive is gone. I am pretty sure it is a #1 drive

Have the earlier recco. torques changed through service bulletins, or are the earlier drives supposed to use the lower setting?

any help appreciated
