Check to be sure that your reverse lock rod is rising when shifter in reverse. The clamps should rotate up near the rod on the motor mount when put in reverse. If it's not, either your reverse lock gear on top of the lower unit is worn or broken, also be sure that your reverse rod in not missing. You could also have your reverse lockout gear installed incorrectly, it can go on about 12 different ways. The highest ramp point should be lined up with the reverse rod when in reverse.
