4.3 Mercruiser tore up impeller, over heated motor. shop says new heads, gaskets.WHY

1990 Rinker Captiva 186 4.3 mercruiser

Burned the impeller. up had it replaced

Thought he was good, took it out and saw water was leaking out of the bellows?

I'm new to boats not completely a newb to motors. Don't no what bellows are.

I have a receipt from after that he took the boat in they did a leak down test on it.

Piston and rings are suppossed to be good. They claim it will need a new set of heads.
Gaskets to go with. an exhaust hose and very few other parts. Rougly $1200 in parts the heads are over $700 alone.

What could have happened that the heads need to be replaced. Guy says it runs but not well. Figured the blown head gasket would cause it to run crappy or hadly at all.
the block did not crack according to them, there is no oil in the engine bay. I checked dip stick oil in the motor. $2600 to have it fixed completely, $1200 in parts, $1500 for the boat and trailer.

well from wat i know if it overheayed just like a car it coulda of cracked a head ..or so the bellows are in the back betweens the outdrive and transom there the black rubber things that stop water from coming in to the boat through the shift cables exhaust. and water pump line that carries water to the engine ...
