extracting a broken off extracter

i snapped a bolt off on a 115 mariner it is for the head and the thermostat cover I drilled a hole to extract it but broke the extractor off in the recessed hole (its deep) its the bottom bolt on the bypass. anyone know how to drill out a hardened extractor? and could I run it like this or will the gasket likely blow?

Try to arc weld a washer that fits bolt size centered over with stainless rod

If all else fails, a machine shop can get it out for you. what we do at our machine shop when we break a harden tap or something that can't be drilled out, down in the hole is mill it out with a carbide end mill.
