1993 Johnson 225 hesitation after carb rebuild

I have a 1993 Johnson J225TLETF, recently purchased in May. Boat ran good but had a rough idle so I decided to rebuild the carbs, I knew the boat had sat for awhile and wasn't sure when they were cleaned last. Anyways I bought the oem carb kits with floats, got the carbs off and notice 2 of the carbs the high speed jets were backed all the way out to the drain plug. 3 of the other 4 were loose but hadn't backed out, and the last one was tight. Carbs were clean so I figure my idle problem must relate to the jets (that backed out) blocking fuel in the bottom of the bowl. Get everything back together, new fuel filter, new primer bulb, added some ring free to the fuel and tried it out. At first idle was way off, it was running lean and sneezing, adjusted the air mixture took care of that. Now my problem is at high speed, wot from idle is no problem runs great. If I'm running 1/2 throttle and go to wot it will hesitate for about 1-2 seconds and then take off. Runs great at any speed, I just can't figure out why the hesitation which I believe is a lean condition symptom. I would think with me putting the high speed jets back in correctly would allow more fuel to enter= run richer. For whatever reason I did not have the hesitation before the carb rebuild. Compression is 125-120 on all six, any help will be greatly appreciated. Thanks
