i have a 20 hp mariner that will not idle unless the throttle is open and even then it idles like crap. and when i can keep it running it will never open up and sometimes it does backfire. it honestly sounds like it has a miss but i took it to a boat repair and he checked the spark and compression and said everything was fine. he also rebuilt the carburetor and nothing has changed it still does the same.
