Hi im new to boats and already having problems and need some help. my motor 70 hp johnson would sputters and stalls every time in neutral but if i tilt the motor up it would run fine but if i put the motor back down it will die. but in high speed it will run perfect. another thing my motor would start on the hose but when i take it to the lake it wont start unless i tilt the motor up to where the water touches the lower unit where the rabbit ear goes. once it starts i will have to put it in gear and slowly put the motor down and then it will run fine but if i put it back to neutral it will die again. any help is appreciated thanks

Two things come to mind when reading your post. First that the float level is too high in the carbs and it is flooding, tilting the motor up would effectivly lower the float level in the carbs. Secondly, are the exaust opening on the back of the leg underwater, my 60 will not idle with water covering those ports. If you haven't rebuilt the carbs, I think that is where I would start.

i notice when the motor is tilt down and running on hose it creates a lot of smoke and then it will die but if the motor is tilting up it will run fine? motor will not start when its tilting down and it take a while to get it start by tilting the motor up.

I'm still thinking the carbs need rebuilt, you have the classic signs of a motor that is flooding, too much fuel. The most common cause of flooding is either floats too high, or bad float needle valves. Either problem should be addressed with carb rebuilds.
