1988 evinrude 200 xp

I ran out of gas weekend before last. I filled up and tried to go back out this past weekend. The starter was spinning the flywheel but it didnt seem that the engine was trying to fire. Just seeing if anyone else has had that happen and where to start troubleshooting.

kill switch lanyard , pull plug check for spark

Thanks dehyrated. I checked the kill switch and it was intact. I pulled the spark plug and I didnt get a spark. Any ideas what else I should check? I am not real familiar with outboard engines.

I also noticed that the bendix on the starter is engaged in the flywheel when I am not trying to start it. Is it supposed to do that? I know it isnt on an automobile.
