How do I adjust idle on 1989 Mercury 9.9hp

Just got this outboard that had been setting in the barn for over a year. I have drained and cleaned the fuel system and replaced the plugs. It starts and runs and o.k but I think the idle is just a little too low. I tried to turn the idle screw in 1/8 turns and wait for motor to catch up, but either I turn it just bogs down. Do I have to adjust something else also and if so how?

Also I have read that idle setting must be done on the water. Would a big clean trash can do the trick or do have to get it out on the actual lake. Anyone have an online manual this rig?
