85 hp thunder bolt fuel bulb

i have a 85hp thunderbolt my fuel bulb will not get tight i have replaced the bulb and put new diaphragm in the fuel pump but still dumping fuel in carbs and flooding motor what else can i do or check

Rebuild your carbs. You either have sunk or stuck floats in your bowls. You need to get carb gasket kits, new floats, and new needles and seats. I can tell you that is definitely your float and needle/seat. If the float is sunk or stuck, it wont push up against the needle and seat and seal off the flow of fuel into the carb, thus allowing fuel to keep flowing and flooding the engine, and your bulb wont get hard.
