At the dock the outdrive on my Mercruiser 5.0 was raised approx 85%. when getting ready to take it out today, it would not lower. It would raise the rest of the way up and then would lower to the same position and not lower anymore. It looked a little low on oil so I put more in but did not help. I tried to feel for obstructions but could not feel anything (it is in the water). Thought is was a bad pump, but works partially. Any ideas? I hear the pump running and sounds extr squeally when trying to lower.
