Another 1987 Johnson 140 rpm prop question

I have an 87 140 on a 20' deck boat. I was running a 13 3/8 x 17 prop. The motor maxed out at 5100 rpm and 32 mph max. I was worried about running too low rpm. I switched to a 13 3/4 x 15 pitch prop. It should have brought my rpm up. It now maxes out exactly 5000 rpm and 28 mph max. So I lost rpm and mph. The low rpm cruise feels better with this prop. The boat felt like it got on plane quicker with the old 17 pitch prop. Where should I go from here. The motor overall runs great. The only things I noticed are the throttle cable has slop but it is reaching full throttle and the motor seems to load up when I cruise at low rpm for a long time(it will smoke a bit)
