1999 Johnson 175hp chokes out at take off and top end

the motor runs great outside the water but once i put it in the water it doesn't idle well and at take off it dies but if i pump the gas to it, it will take off and at top end it cuts in and out like its not getting enough fuel. i have rebuilt the carb and all the fuel lines are good and i have good compression. i was just wondering if its the fuel pump and if i can get a rebuild kit to repair it and what would be the part number to get it bc a new fuel pump is 450 to 500 dollars and i dont want to spend it bc i dont know if thats my problem or not. thanks for any help

couple thngs to check before replacing the fuel pump
1)Are the fuel lines old they could be caving in when under pressure and cutting fule off. This is somthing you cant tell just by looking at them as fuel lines have many layers of material. The outer rubber is just protection there is a thin membrane inside the rubber that could be collapsing.
2)Is the time right and are the carbs sync'd correctly?

Get a service manual if you dont already have one you can buy them on this site and they will walk you through all the test to see whats wrong. Follow the test for fuel pump before buying one.
