Motor falls into gear

I have a 2002 Mercury 40hp 2 stroke. It is a tiller handle with a pull start. I have attempted to work out this problem before but can't seem to make headway. My problem is that I can't seem to get the engine to stay in neutral when trying to start or if I'm just idling. It wants to "fall" into forward. This is a problem and dangerous. If I want to try to keep it in neutral I generally just lift up on the lever and bump it again reverse so that it doesn't move on me. If I want to go into reverse, I have to lift up and hold it up there so that it doesn't fall into neutral or forward gear.

Where is the adjustment on this? Do you think something is broken or just out of adjustment? What can I do to keep it from falling in forward?
