'96 Mercury 225 Seapro loss of power above 3000 RPM

Guys, I'm hoping you can help me out, I've got a mystery I cannot solve.
I have two recurring problems that may or may not be related.
First, when running above 3000 RPM, approimately 20 MPH and 3/4 throttle, my engine at any given point will lose half it's power with no movement of the shifter. My quick remedy is to throttle way back and start a slow acceleration towards the shoreline. This happens more with a higher number of passengers but still occurs with just two.

Second, lagging acceleration. This problem has always been present, since I bought it used 5 years ago. I put pedal to the metal and then wait and wait and wait, eventually it gets moving. Top speed is 38MPH, which I can live with as it's driving a 21.5 Boston Whaler, that is heavy but my expectations maybe off.

Note, I have recently replaced the LU, water pump, prop and bushing.

Any assistance would be greatly appreciated.
