Dt 75 wont go over 4000 rpm

I have a 1989 dt 75 and when in the water it wont run over 4000 rpm. I cleaned the crab with some b-12 and run some sea foam through it no help. Then did a compression test had 125 121 119. What should i check next.

So i ran the boat with to different porps one with a 16 pitch and the other with a 21 pitch just to see if the rpms would change. But 4000 was the max rpm i could get at wot.also if run on the muffs it will rev over 4000
