1996 mecury25 hp still running hot , changed impeller and seal ???

I have a 1996 mercury tiller 25 hp running hot.It seems to take awhile for it to pee , kinda of sputters water at first then seems to pump fine once warm but on ocassion the stream weakens..kind of like me.
I thought it miight be the impeller so i changed that as well as the seal that goes on the shaft that sits above the impeller housing..
It still runs hot inspite, Could it be a thermostat issue, does this motor have a thermostat? or the silver plate that the impeller rotates on looked a little worn ??

I have the very same problem with my 25 same year i aslo replaced impeller and thrust washers. As best i can tell from other post this is a common thing with smaller hp motors. With mine once it has run a little bit it is fine. Your motor i do believe has a thermostat as mine does if you follow the tube that come from the tale tell it should run to the thermostat not expensive to replace i think around 25-30 dollars and very easly done just be careful not to damage the gaskets or you might be buying those as well.
