Hi, I have an Evinrude 9.9 hp long shaft and have heard of a conversion to short shaft by way of some sort of bracket mounted on the transom that raises the entire engine up. This avoids the mechanical coversion and parts. Has anyone heard of this?

You can make your transom 5" higher I have done it before using two pieces of 3/4 plywood glued and screwed together and then bolted to the outside of the transom of an aluminum boat. Then clamp the outboard to the newly extended transom. It works but does look goofy.

It's called a "Jack Plate" and they are a bit expensive IMO. Just make one yourself.
