tilt trim manual release problem on 1989 Mercury 70 hp outboard

The motor is on a 20' pontoon I recently purchased. Previous owner said tilt / trim did not work. He is correct. The motor is in full down position and pushes pontoon quite well, but I wanted to be able to tilt up when parking at the beach ( freshwater ). The TT motor does not run, even when I jump across the solenoid to power it directly so I am unable to tilt the motor up. I have read many posts and have drawings that are a great help. The drawings reference the manual release valve on the side of the unit below the pump but the valve stem is broked off flush. Is it possible to drill the release valve out or is there another way to release hydraulic pressure so I can raise the motor in order to access the tilt/trim unit?
