Rebuilt Quadrajet... too lean at idle?

Replaced a quadrajet with a rebuilt one from a supposedly reputable carb rebuilder.

I cannot get this thing to idle. When I put my hand over the airhorn, it seems happier, so I'm thinking lean? Sometimes when it dies, it will sometimes whistle for a few seconds from the carb. If there's an internal vacuum leak, where should I look? All vacuum ports are plugged.

Timing is at 10btdc. Plugs are new. Wires look good. Coil has a little corrosion, but the spark is still blue.

marine carbs dont have vac ports, so I`m guessing auto type.
Have you tried opening the idle mix screws?
Have you checked for a leaking base gasket?
Have you checked for the correct base gasket?
