Unit will not raise

I have a Mercury 115 hp outboard that was put down but now will not raise. There is no humming while trying to raise the motor. You can hear noise when pushing the switch to lower the unit. Any suggestions??

sounds like a bad switch/wire problem or solenoid issue.
