Omc 5.0 lt efi

I have twins 5.0 Lt Efi OMC engines on my 1994 boat. My Port side engine it will not go above 2500RPM on idle or under load. I know is the SLOW circuit. But what do I do? Any ideas out there? The engine was rebuild 3-4 years ago and is an off and on problem. We checked the sensors for oil and pressure nothing. Please Help.

hook up a diagnostic computer to it and find out what is causing it to be in slow mode, then troubleshoot that particular circuit to find what is wrong.

I have the testing unit that reads the codes. Unfortunately the slow circuit is before the computer and does not produce a code. any other ideas?
