milky oil in 1976 mercruiser inline 6 165hp

Hi there guys I just checked my oil in my 1976 165hp merc and its milky brown. I know it means water in oil but would it be a head gasket or manifold gaket or something else? I know for sure there's no cracks in the block so it can't be that.if anyone one could let me know that would be great.thanks

Leak down test. If that test goes good, pressure test the manifold.

Did it get water while running or after?
