No top end power

I have a 1985 Mercury 35 HP outboard motor. The motor starts fine. When I turn the throttle to accelerate it goes just fine to about half throttled, but when I turn the throttle any more it doesn't give it any more power. It max's out at half the RPM's. If I put it in neutral and rev the motor then try it again it will run fine. (not always but most of the time) If I had to take an uneducated guess it seems like only one cylinder is working but I could be way wrong.

Things I've done so far---I've replaced the spark plugs and spark plug wires.

Not sure where to go from here..... Any suggestions would be great. Thanks!

A spark test and a compression test will rule out those issues. Next would be a stator test to see if the high speed windings are good.
