85 HP Johnson 1978 Tilt/trim works properly going up, but will not go down

Hi All,

My motors power trim seems to have no issues trimming and tilting up but it will not go down. The trim seems to labor quite hard when trying to lower the motor.
Any suggestions?

I am able to get the motor down by releasing the manual valve.
There was a slight leak at the valve, but there was no snap ring on the pieces so I removed to drain the cylinder and view the o-ring which was in need of replacement.
Other than the O-ring and refilling the cylinder, where do I need to go next?
