Power trim help

I have a mercury 115 ELPT4S the pump & motor sound ok when you hit the switch but will not go up or down. I can move manually up and down. I have opened the fill plug and tried to add but was full. Any help would be appreciated.

I think 115HP was fitted with four different trim systems. 3ram, ylw plug, blk plug, and maybe even manual. Which one you got?
