well, without knowing what year it is if its a tillotson mt carb there are two adjustments for the carb. the two needles on the left side of carb if your facing the engine, the one closest to the block is the idle speed adjustment, the one thats is closest to the front of the carb is the high speed adjustment, normal initial setting for both needles is one turn out from closed position. sounds like the carb is fine at idle from your video. after engine is warmed up that is when you can adjust the high speed needle but it has to be under load for proper adjustment. if that doesn't do it you may consider a carb rebuild kit or checking the fuel pump. good luck to you, i just got the parts to rebuild my fuel pump and i hope to be on the water this weekend.
