1999 mercury 60 bigfoot starts than dies

I have a 1999 60 bigfoot that was running for an hour than died. It is typically a great motor. It will start for a few seconds but than die again no matter what I do with the throttle. I changed the filter, checked to see if the pump was working(fuel was pumping out) and pulled the plugs. The plugs are full of oil each time I pulled them. Any ideas? It typically only runs about 5-10 seconds.

Thanks for any help. It is on a houseboat and is really expensive and difficult to pull out of the water.
