Throttle Adjustment -Help

I have 70 hp Evinrude about I believe 89 yr. I am trying to get the throttle cable adjusted. I had carbs cleaned out and the mechanic didn't get cables adjusted right and he is a good distance from house. When you push throttle down it gets about 5.9 mph. It was getting about 18 before and when I called him he said he had his assist put it back together. He said all it needs is a adjustment to the cable. How can i fix this myself I have looked at it and just can't figure how to do it.

First off, advance the throttle all the and see if the throttle linkage is opening all the way. I find it hard to beleave that a cable adjustment can be that far off, especially since the cable does not have to be removed to remove the carbs.
You also need to post your model number so we know what engine we are working on.
