1966 33 horsepower evinrude, couple questions

First, what would make this motor go through impellers. I have replaced it twice already this summer and I was wondering what would cause this problem. Second, I was changing the gear oil and found water in the gearcase. The little plastic seal around the drainplug was messed up, would this allow water in the gearcase and should I be ready to work on lower unit, clutch dog and bushings, any help would be appreciated.

1st. are you running engine at all with out water? 2nd yes, but l/u needs to be pressure tested before reinstall.

No it has not been run without being in the lake, I have not even started it in a tank or hooked up to a hose. Second part, I had a shop work on carb. and the mechanic told me he changed the gear oil and pressure checked it. I am starting to think he was not honest with me. It was starting to make a rattling noise and I shut it down and that is why I checked the gear oil. It stopped making the noise with the new gear oil but should I be ready to work on it?

Going to have to pull lower unit. Remove impeller housing and check for damage. pull lower drain plug and see if water appears first. If it has water or looks milky, bad O-ring and or seal/s. Apply 12 to 15lbs max regulated air to lower unit and check for bubbles. Also spin prop and main shaft while air is being applied. Soap bubbles can work if no tank is available. post back results or questions.
