2004 Mercury Big Foot 25 HP Won't Start

Hello,

I have a 2004 Mercury Big Foot 25 HP 4 stroke motor that won't turn over. When I try to pump the primer ball it gets as hard as a rock. In the past it was hard but I don't remember it being this hard. Any way, we thought it was the fuel pump so we replaced the fuel pump assembly. Then we thought maybe it was the spark plugs and replaced those with no luck. Does anyone have any ideas of what else we can try?
