94 Merc won't run underload at high RPM...Please ehlp

My 94 60hp 2 stroke oil injected motor will not go above 7 mph. (no tachometer)

-Motor revs fine on hose not under load
-I have rebuilt the carbs, fuel pump, replaced all fuel lines, new plugs, wires and a new coil pack.
-120-123 psi in the three cylinders
-Appears to have good spark in all cylinders only by looking at it
-Bottom cylinder/plug will not get hot or look like it has been running but if I flip that carb throttle it will run up rpm on the hose
-When I pulled the bottom plug with engine running while wearing gloves and a towel I got zapped
-Idles fine
-Boat is a 2001 Starcraft Starfire that came with a 2 stroke 25hp fuel mix
-Boat buzzer/alarm under dash is always on with new motor (could be bad oil injection sensor)
-When old school timing light is hooked up to all cylinders they all light up

Any ideas out there before I give it to the local marine dealer and pay out the rear?

1. debug the alarm condition. Don't run the motor till you know what it is. If the oil injection still on the engine and operative?

2. You need to troubleshoot the ignition system with the book and a DVA in hand. It really isn't hard.
