adjusting throttle linkage on 88 50hp force

I am not sure if my linkage needs adjusted or what, my problem is this. When in neutral if I throttle up the idle goes up(only a small amount) but when I pull it back the throttle does not come back down(although linkage is moving), and I have to pull it back down at carb. Any help to understand this would be helpful.

I had a something like that happen to me last year. It was the throttle cable housing had broken in half.. It would pull the cable fine but the broken housing would not push the cable back in.

I had a similar issue with mine. The cable end has some slack in it; what I did is I adjusted all the slack out of it (by threading the end of the cable one way or the other) with the throttle all the way closed (hard to actually describe in text)
