Hate to say it, but, it sounds like the carb still isn't totally clean. You need to completely dismantle the carb (including removal of the welch plug(s) in order to clean it right. When it's all apart, spray it thoroughly with carb cleaner, take a piece of very fine wire and poke it through all of the tiny orifices, finish with a can of compressed air and blow through every opening. Make certain the low speed needle valve is opened at least one and a half turns (counterclockwise) after you lightly seat the valve closed.
