1999 mercury 125hp elpto problem

My 125 mercury outboard will not want to come out of gear and stays idled up high sometimes. Once it was stuck at wot and once I could move the throttle handle down almost into nuetral. Both times I shut off the key switch and then was able to get it in nuetral. However upon restarting the motor it was idled up pretty high. I shut it off and tried moving the throttle around but it wouldn't go into reverse. After moving the throttle back and forth and wiggling cables ect.., I was somehow able to get it idled down again. I cannot figure out what causes this though. The last time it happened I got it home and disconnected the throttle and shift cables and was able to shift the motor in gear by hand and the throttle cables move freely while disconnected. I would like to fix this myself, but I'm not sure where to start or what could be wrong. I would appreciate any and all suggestions on where to start.
