my boat is not going into gear !!

i just bought this old mirro holiday 22 with a mercruiser 228, with a alpha 1 sterndrive, its a 1980 model .it runs great , but the shifter is hanging by some straps so its loose (dont know if that affects anything). the cables are not loose just the actual shifter. well the problem is when i think its in gear ( shifter pushed in) the prop will act like it wants to spin but doesnt, i can hear it trying to catch then it will spin for a minute then its like its in neutral. I tried to take the prop off, i took the nut and the spider washer off and the prop would not come off to save my life. somone please give me some direction , i really dont want my first boat purchase to be a nightmare.

I would try and look at a service manual of some sorts. Check this website.

It will show the part breakdown of your lower unit.

If you have someone in the boat and you are looking at the shift cable going into the lower unit do you see the linkage moving with the throttle? Also, does it work in reverse at all?

FYI- I am new to boat motors, however, I am very competent with mechanics.
