Chrysler Outboard does not want to open up

I have a 90hp outboard that we took out on the river for the first time yesterday. With the motor in neutral the motor will rev-up to full power but as soon as I put it in gear we were lucky to get maybe 50% of the full power. What could be the issue? Thanks

First a compression/spark check.Then the fuel system.Check the lines for blocked, clogged vent. Bad diaphram.Soft hoses.J

I'll change out the plugs then and we'll go from there.

The fuel line is brand new and seems to be working fine but my only concern is that a cylinder(s) is not firing correctly when I put it in gear...
