Lower unit for my 150hp Mercury outboard

Im confused, I changed my lower unit oil on my 98Mercury EFI. My second or third time changing it, I have never seen washers on my screw , but a buddy of mine told me that its suppose to have washers on the screws. My boat have not took in water or my lower unit dont leak oil. Is it suppose to have washer on the fill/vent screws or not?

without a doubt...they should be replaced every time you drain the fluid..you are lucky not to have water in the lower....
