Volvo power steering

I have a 1996 Larson with a Volvo Penta 215 HP 5.7 L V8. I just got it out of the shop (I replaced the water pump, manifold and a valve job). The mechanic left the steering wheel tilted all the way up, and the steering was very difficult. I adjusted the steering wheel down, and the steering improved. However, the steering is still not as easy as it was before I took the boat to the mechanic.

Could it simply be low on power steering fluid? Where is the power steering fluid reservoir? There is a reservoir on the front of the engine block below the alternator next to the oil dipstick, but I do not know what this reservoir is for. The fluid level in this reservoir is low, but again I do not know what fluid is in this reservoir. Is there any special type of power steering fluid to use?

Thank you for your assistance.
