I bought a 30' Carver with twin mercs and the power steering is hard when underway or engines running, when engines are off impossible to turn. It has a new cable, outdrives turn easily by hand when disconnected from hyd cylinder. Starboard power steering pump is the one being used with no noticeable problems but the idle port pump's return line has been crimped with a zip tie, does anyone one know if this is the root of my problem or does that have to be run as an open loop?
